Pokémon info & Legendary/Mythical owners

To own a Pokémon over the level of 65 requires a license as proof of ability to handle the power of stronger Pokémon, and is required to obtain for every five levels after that. Being licensed to own a Pokémon over the level of 90 is difficult to achieve, not only because most trainers are content to make it to 65 or 70, but the difficulty of the exam of this license. It is possible, however it is just incredibly difficult to do so. Those that own Pokémon over 80 are almost always tied to the Pokémon League in one way or another. Most are generally officials for the League itself.

Additionally, Legendaries and Mythicals require special licenses to prove one is capable of handling and owning them. Similar to the Lv. 70 license exam, regardless of level, separate from the exams for specific levels past Lv. 65. These Pokémon possess godlike power and strength, and trainers with these licenses are closely monitored in the case of needing to step in and prevent catastrophe in the case of something going awry.
